Please note that due to a conservative interpretation of contest regulations, the tournament is only open to residents of any state of the United States of America (other than Colorado, Connecticut and North Dakota), the District of Columbia, and any province of Canada (other than Quebec) that are 13 years of age or older as of November 21, 2009.
