Apparently Troy Bake didn't want to reprise his role as Rhys in Borderlands 3
In a recent video posted on reddit, a fan asks Troy Baker if we'll see him in Borderlands 3 but the response wasn't the one fans wanted to hear. Troy doesn't seem to be a fan of the newest entry in the series saying "I'm sorry to break it to y'all, that isn't me".
I don't agree with [Gearbox] on how they're handling it...I really want Gearbox to know that if they're going to bring back characters from Tales From The Borderlands. it should be the people who originated the characters. They shouldn’t just recast willy-nilly, because as a fan that matters to me.
A recent tweet from Gearbox's CEO tells us that Troy himself turned down the offer:
You’ll have to ask Troy. I was told by the audio director that he turned it down. Fortunately, with how Rhys appears in the game, I don’t think it actually matters at all. You’ll see for yourself when the game comes out and you may disagree with me on that or not.

Rhys made his debut in Tales From The Borderlands, a spin-off game developed with the now defunct Telltale Games and was teased in Borderlands 3's trailer.
