I'm not really surprised by this news.  I have heard a lot of controversy around this title since it's release and have avoiding purchasing it.  I thought I would give it a try during the free week that was offered during E3 to see if the controversy was justified.  My internet is not really an issue on anything, but every time I tried to connect to the servers, I felt like I was playing a "Server Disconnected" simulator.  I am willing to look the other way after a while.  I mean, it is possible for the game to get fixed and become decent.  I look at No Man's Sky as an example of that.
