I'm looking for a good completely Free-to-play MMORPG. Expansions are allowed, but not if some essential aspects of the game such as mounts requires an expansion.
The Free Trial for Final Fantasy XIV is pretty good, even if it limits some basic functions such as creating a party. You can play up to the first expansion and that with the base game is quite the bit of gameplay.
I have played so many MMORPGs. I think Secret World is amazing. I am pretty sure you can play completely free. Dungeons & Dragons Online can be played completely free but you do have to earn favor or currency in game to open some things. I think Neverwinter is also free. I usually windup spending a little here and there on games I enjoy, so I am not 100% sure anymore as to how "free"they are. Pretty sure , again, DDO and SW can allbe played for free.
Elder Scrolls Online is great! It's not free, however, you can pick up the base game for usually about $5 during a steam sale. They do have microtransactions and expansions, however, you don't need them to enjoy yourself. The world is humongous so you will have over a thousand hours of content before you might even consider getting an expansion..
Warframe. Great for farming sessions with friends, loads of content. Problem might be it has a steep learning curve regarding its thousand game mechanics (endgame and crafting stuff), but just stick with the basics, advance the story first and then you can start doing the side-stuff. One bit at a time.

100% agree! The base game alone provides an amazing amount of content, vast open-world. There is also the ESO-Plus subscription, about $11 per month, which gives you access to all DLC and expansions... if you wish to branch out further in the world.
