The creators of OpenIV tool for creating GTA modification may have taken the win in dispute with the publisher Take-Two Interactive with the Rockstars intervention, but the victory was only partial. Namely, the good news is that the development of OpenIV goes forward, at least as far as singleplayer mode is concerned. How Rockstar wanted - GTA Online will not be able to modify in any way.

However, Rockstar has the right to condition also some other guidelines when developing modifications. In essence, they have the final say which big modes will see the light of day, and which will not. In this way, you can throw away virtually every opportunity that in the future in GTA 5 we see maps from Red Dead Redemption, GTA 3 or GTA Vice City.

The first victim is the Liberty City mode for GTA 5, which to the creators of the OpenIV tools maker was the biggest project. The work on that modification has been canceled because it does not comply with Rockstar's requirements, so the team must now determine further plans without that project.

I guess it's something about selling the older games too? If everything is in GTA V (for free) why buy Vice City?
