I was thinking about it too. I got several Total War, so I like them, but not Rome II. In fact I have a key for a minor DLC also for Rome II (the one for blood and gore). Total War Rome II Emperor Edition is now with 66% discount at Steam, that's 18.69€ and 12.80€ at Instant Gaming (I buy a lot there and never had a problem, is not like G2A where there are a ton of sellers).

You can pick only one DLC out of three, but Wrath of Sparta Campaign is 14.99€, so might be worth getting Rome II now. Like I said I got a huge collection of Total War games and just missing a few.

They had to give something free for one of the few I'm missing...

It's great they give you three choices to choose from, so you can pick the one you don't have already
