Some question answered:
1)Game version depends only on your "exe"cutable. By using noDVD or what have you, you might get 1.0.
2)The best version is 1.0 + SilentPatch + some other mods and fixes. Just look at the description under this video 
3)You can install SAMP/MTA on Steam version by using 1.0 exe only. The bad thing is, if the radio plays a cut track, your game crashes. You have to properly downgrade your steam version by using the link above.
4)Windows Store version looks to be the same as the mobile version.
5)You won't have any problems if you play in 25-30FPS. If you disable the frame limiter, the game physics will be broken.
