Can someone please explain the rank/title you get on how much arp you have or, is it with how much arp you spend?

it's based on lifetime ARP earned, not what you currently have or have spent

However, there are achievements for spending 100/1,000/5,000/10,000 ARP if that's something you're into. Nobody will see them unless they look closely at your profile but hey, bragging rights!
