Because you aren't buying artifacts to use them on. Check the marketplace next month, there should be an artifact available then.

when you get better artifacts, then use the fragments to upgrade. I get ~60 arp a day.

nope, I still upgrade artifacts. Plus it is good to have them for future artifacts or in case winning of some artifact.
