You have to have playtime on F2P titles for them to be detected now. Not a bug. That said, mine has detected ownership, and allowed me to start the quest, but my playtime of 1.5hrs is not being recognized to complete the quest.

it'¡s clearly a bug because I played for more than 15 minutes and it's not counting. Hell, even the choose your game one isn't counting time.

If you have played it after install give it an hour then click check games if its not there leave it another hour and check, if its still not there its bugged presuming your steam settings are correct already. log in again before trying
