Note upfront: You can get an Epic key without owning the game. You must own the game on Steam to get the DLC on Steam.
How to get:

Install or launch Geforce Experience

Go to Redeem under your account or the notifications bell icon (top right)

You should find the giveaway here.

Select to receive an Epic Games key if you do not have the game.

Select to redeem on Steam if you have to game (it checks your Steam account).
I can't tell if it is regional or only for existing Nvidia accounts for example, please comment if you have problems.
